「1950年代や1960年代の原始的な脳の科学は、現在からすれば未発達だった。しかし、当時の国家安全保障諸機関は、未熟ではあるが、 その助けを借りれば、国家安全保障面で優位に立つことができるのではないか、と真剣に考えたのだ。今日の神経科学は、研究者の数からいっても、得られる知 見の量からいっても、おそらく最も成長著しい分野である。だとするならば、国家安全保障諸機関は現在でもその分野に大きな関心を注いでいるはずではない か」（モレノ 2008:15）。
