On Abuse of concepts of "Ethics"
私が高校生か、大学生の時（あるいは現在でも）に、 政治家たちのスキャンダルが常態化して、何度目あるいは何十度目かの「政 治資金規制法」が改正されてきた（僕のいうそれは昭和55＝1980年の改正）。その時には政界かマスメディアでは「リンリ、リンリ……」と五月 蝿いという苦言を吐く人たちがいた。つまりそのような連中は、当該の法律の趣旨や倫理についての無理解の証であるわけだが、それ自体が反倫理的であること は、今や明らかになった。
他方、研究倫理、調査倫理、工業倫理、ビジネス倫理 など、現今の社会では倫理概念が横溢している。ここまではいい、それはその社会領域における人間の活動を倫理という観点から考えているからだ。しかし、倫 理的都市（ethical cities）という、倫理行為概念を都市環境にまで拡張する下記のような議論は、違和感ありまくりの感は否めない。

They promote measures designed to maintain public trust and fairness in

もちろん、上掲の報告の中に盛り込まれている倫理と いう言葉は、人間中心の非常にノーマルなものである。
"Ethics is concerned with what is ‘right, fair, just or good’, not necessarily what is most accepted as normal or expedient. In the ethical city, where justice, care and inclusion are center-stage. But it is possible to argue that accountability, engagement and respect must also be central. The ethical city is, in many ways, a logical next step for human progress in the urban age. Although not everyone may agree with him, Pinker (2011) argues that there are five forces underpinning human progress to date: (1) the rise of the nation state and judiciary reducing lawlessness; (2) the rise of commerce that interconnects us; (3) increased respect for women; (4) the rise of cosmopolitanism (literacy, mobility, mass media); and (5) the rise of mass-education, knowledge and rationality in human affairs. Pinker discusses extensively in his book the impact of the “rights revolution” around the world in terms of civil rights, women’s rights, gay rights, children’s right’s and animal right. One right that he does not discuss is “right to the city” and the importance of social inclusion that lies at the heart of the notion of the ethical city."- Towards the Ethical City.
このナチズムを連想する清潔で倫理的な「統治コミュニティ」と、人間がもつ基本的な行為理念である「倫理」の間には、相当の乖離があると思うのは、はたして僕だけであろうか？
他方で、従来、人口が集中し、混雑し、大気汚染が蔓 延し、犯罪の多いというコノテーションがつく「都市」を、倫理的という用語で粉飾するだけでなく、実際に（非ナチス流で）倫理的にするという発想は、西洋 の自然主義的倫理観や自然主義的な善の考え方に対する挑戦という意味でも、興味ふかいものがある（→「自然主義的論法について」）。
