1899年サウスダコタ州生まれ。ミネソタ大学入学、1918-1919米海軍に従軍。1921年サウス・ダコタ大学卒業。1925年ルイビル 大学医学校卒業。同年 Medical Corps Reserveに入隊。テキサス・ブルクスフィールドにある航空医学隊学校（the School of Aviation Medicine）に入学、1930年卒業と同時に、アメリカ軍医学隊（Regular Army Medical Corps）の中尉（First lieutenant, ［戦後のNATOでの比 較］OF-1/O-2）として任官。1931年航空隊（Air Corps）の外科医としての任務。1932年大尉（captain）、1938年少佐（major）、1942年2月臨時中佐（Lieutenant colonel）8月臨時大佐（colonel）。1945年the Air Division in the office of Military Government for Germanyの医官（外科）としてベルリンの司令部に就く。1946年常任中佐（Lieutenant colonel）に昇進。航空医学校（ the School of Aviation Medicine at Randolph Field）の副司令官（Assistant Commandant）その直後、司令官。1948年臨時准将（brigadier general）、臨時少将（major general）。1957年退役。

［ペーパークリップ関連］戦後ハイデルベルクでアメリカ陸軍航空軍航空医学センターを立ち上げ、58人のナチの医師を雇用した。そのうち34人 を、自身が指揮官を務める テキサスのアメリカ空軍航空医学校に招聴した。アメリカ空軍の第二代軍医総監。

1977年航空宇宙医学研究所（Air Force Aerospace Medical Research Laboratory[Armstrong Laboratory in Air Force Research Laboratory]）が彼の名を冠した「科学研究におけるハリー・G・ アームストロング賞（the Harry G. Armstrong Award for Scientific Excellence）」を、1983年2月5日心臓病のため他界。

■アームストロング限界

The Armstrong limit or Armstrong's line is a measure of altitude above which atmospheric pressure is sufficiently low that water boils at the normal temperature of the human body. Humans absolutely cannot survive above this limit in an unpressurized environment. Above Earth, this begins at 18–19 km (11–12 mi; 59,000–62,000 ft) above sea level.
