James Hamilton Tully FRSC (/ˈtʌli/; born 1946) is a Canadian philosopher who is the Distinguished Professor Emeritus of Political Science, Law, Indigenous Governance and Philosophy at the University of Victoria, Canada. Tully is also a Fellow of the Royal Society of Canada and Emeritus Fellow of the Trudeau Foundation.[1]

In May 2014, he was awarded the University of Victoria's David H. Turpin Award for Career Achievement in Research.[2] In 2010, he was awarded the prestigious Izaak Walton Killam Memorial Prize and the Thousand Waves Peacemaker Award[3] in recognition of his distinguished career and exceptional contributions to Canadian scholarship and public life. Also in 2010, he was awarded the C. B. Macpherson Prize[4] by the Canadian Political Science Association for the "best book in political theory written in English or French" in Canada 2008–10 for his 2008 two-volume Public Philosophy in a New Key. He completed his doctorate at the University of Cambridge in the United Kingdom and now teaches at the University of Victoria.

His research and teaching comprise a public philosophy that is grounded in place (Canada) yet reaches out to the world of civic engagement with the problems of our time. He does this in ways that strive to contribute to dialogue between academics and citizens. For example, his research areas include the Canadian experience of coping with the deep diversity of multicultural and multinational citizenship; relationships between indigenous and non-indigenous people; and the emergence of citizenship of the living earth as the ground of sustainable futures.[5]

Biography
James Tully was one of the four general editors of the Cambridge University Press Ideas in Context Series. He first gained his reputation for his scholarship on the political philosophy of John Locke, and has written on constitutionalism, diversity, indigenous politics, recognition theory, multiculturalism, and imperialism. He was special advisor to the Royal Commission on Aboriginal Peoples (1991–1995). Over his career, Tully has held positions at Cambridge University, Oxford University, McGill University, University of Toronto, and the University of Victoria.

After completing his PhD at Cambridge University and his undergraduate degree at the University of British Columbia, he taught in the departments of Philosophy and Political Science at McGill University 1977–1996. He was Professor and Chair of the Department of Political Science at the University of Victoria 1996–2001. In 2001–2003 he was the inaugural Henry N.R. Jackman Distinguished Professor in Philosophical Studies at the University of Toronto in the departments of Philosophy and Political Science, and in the Faculty of Law. Tully claims to have enjoyed his time at the University of Toronto, but preferred the open atmosphere and climate in British Columbia. He eventually returned to the University of Victoria in 2003, where he is now the Distinguished Professor of Political Science, Law, Indigenous Governance and Philosophy. Tully was influential in shaping the University of Victoria's Political Science department, which is renowned for its strong political theory program.

Perhaps the best overview of this consequence of postmodern legal and political theory is not in the works of the political theorists themselves, but in the writings of the anthropologist James Clifford. In The predicament of culture he sets out to explore the consequences of the new concept of culture as overlapping, open and negotiated, with the aim of freeing his readers from the earlier, separate, closed and homogeneous conception. However, in the description of 'the condition of uncertainty' from which he writes, instead of attending and giving appropriate recognition to the different types of overlapping cultural differences and similarities that come into view (as he does in the insightful chapter on the Mashpee Aboriginal nation on Cape Cod), he reduces postmodern societies to a homogeneous culture of contingent and dissolving differences. He writes," I think we are seeing signs that the privilege given to natural languages and, as it were, natural cultures, is dissolving. These objects and epistemological grounds are now appearing as constructs, achieved fictions, containing and domesticating heteroglossia. In a world with too many voices speaking all at once, a world where syncretism and parodic invention are the rule, not the exception, an urban, multinational world of institutional transience --- where American clothes made in Korea are worn by young people in Russia, where everyone's 'roots' are in some degree cut --- in such a world it becomes increasingly difficult to attach human identity and meaning to a coherent 'culture' or 'language'." Of course, it is increasingly difficult to attach human identity and meaning to a coherent culture or language on the common ground, given the forces of globalisation and mobility mentioned in the first chapter. This is why there is a politics of cultural recognition at the end of the twentieth century, and why it will intensify in the twenty-first. However, dissolving this difficulty, and the demands it has engendered, into a homogeneous 'post-cultural situation' is to finesse rather than face the problem post-modernism sets out to address. Quentin Robert Duthie Skinner FBA (born 1940) is a British intellectual historian. He is regarded as one of the founders of the Cambridge School of the history of political thought. He has won numerous prizes for his work, including the Wolfson History Prize in 1979 and the Balzan Prize in 2006. Between 1996 and 2008 he was Regius Professor of Modern History at the University of Cambridge. kinner is regarded as one of the founders of the 'Cambridge School' of the history of political thought, best known for its attention to what J. G. A. Pocock has described as the 'languages' in which moral and political philosophy has been written.[11] Skinner's contribution has been to articulate a theory of interpretation in which leading texts in the history of political theory are treated essentially as interventions in on-going political debates, and in which the main focus is on what individual writers may be said to have been doing in what they wrote.[12] This emphasis on political writing as a form of action derives from developments in ordinary language philosophy made by Ludwig Wittgenstein and J. L. Austin.[13][14] Wittgenstein’s insight was (in Skinner’s words) "that we should stop asking about the ‘meanings’ of words and focus instead on the various functions they are capable of performing in different language games".[15] Skinner takes Austin to have extended Wittgenstein’s argument in isolating the concept of a speech act, described by Skinner as the notion that "whenever we use language for purposes of communication, we are always doing something as well as saying something".[16] According to Skinner, this means that any analysis that restricts itself to merely studying what a past thinker said on a given issue is incomplete. Historians must also recover what a thinker hoped to achieve in saying it.[17] Skinner consequently proposes a form of linguistic contextualization that involves situating a text in relation to other texts and discourses. In this perspective, the text is a response to other thinkers, texts or cultural discourses. Skinner believes that ideas, arguments and texts should be placed in their original context. One consequence of this view is an emphasis on the necessity of studying less well-known political writers as a means of shedding light on the contemporary debates these classic texts contributed to. In this way, it becomes possible to decipher the original purpose of a text. To Skinner, then, texts are seen as weapons or tools that can, for example, be used to support, discredit, or legitimize specific social and political arrangements.[18] In its earlier versions this added up to a critique of the approach of an older generation, and particularly of Leo Strauss and his followers.[12] スキナーは、政治思想史の「ケンブリッジ学派」の創始者の一人であり、 J.
